The Big question after Las Vegas mass shooting is, could it have been stopped? Did the FBI etc miss anything?

Did the shooter write or tell anyone ?
Did the hotel bellboy notice anything unusual about his luggage and his behavior ?
Did his neighbors in Utah notice anything odd ?
Lots of serious questions.
