Why is it that some adults never have pacifiers for their noisy infants? Especially on planes buses and enclosed spaces like fancy restaurants.

We are not family and don't want to listen to all that unpleasant crying yelling screaming for hours.
Some young selfish families I have been with actually encourage their infants to "opera" more.

Some social authority,  please tell these parents to be considerate of others in public!!
