Uniform higher standards for all apartment buildings, so old buildings are not exempted and allowed to have no basic security garage doors, and over 50 year old appliances like refrigerators , gas stoves and antique toilets?

My building's rents have gone up more than 10% each of last 4 years to sum of 50% increase!!
