Is this a Bush landmine/turd, meant to mess up the succeeding Administration ? What a TERRIBLE idea that will have the practical effect of stopping most people from recycling 'AA' and 'C' batteries,,,and they will toss them in the trash,,,and these toxic batteries will end up in our trash and landfill.
