America's levels of government , from city to county to regional special districts to state to federal, are well known for systemic constipation, go slower than a turtle dsl inertia, and couldn't-care-less-about-the-public bad attitude. Watch ,for instance, the state of California's Caltrans use several large trucks to sweep the massive amounts of litter along most state and national highways,,,pushing it to the median wall or right soundwall,,,and then leaving it in a long trash ridge !!
Or take city of san jose's traffic department--please, anybody, take these civil service shirkers away!!--who couldn't time a boulevard or expressway for even a mile,,,even if their lives/jobs depended on it!!
Same for the Feds; You might as well expect to wait ,,,and wait,,,and wait,,,and then wait some more.
