What was the "first oceanside resort community in California" ?

Sausalito?,,,,no
Carmel?,,,,,,,no
Malibu?,,,,,,,,no
Santa Monica,,,no
Redondo Beach,,,no
Huntington Beach,,,,no
Laguna Beach,,,,,,,,no
any socal beach,,,no
La Jolla,,, ha!,,,no
San Diego'sPacific-Mission-Ocean Beach=no
Arcata,,,,,nooo

It is Capitola!! And their downtown village/Esplanade loop side walks are so dirty !! And they do not have a daily/weekly regular water-powerwashing schedule !! YUCK !! A tourist town,,,with a good 'live cam' of the beach you can pan around,,,but the city and chamber of commerce have stopped the popular buy-and-put-your-name-on-a-brick program that could have funded such a regular ,like every 2-3 days, water only power washing sidewalk program.

Gosh, another city government,,,that is dysfunctional,,,
